Train Law

                                                                  TRAIN LAW

Tax reform is taking the taxes off things that have been taxed in the past and putting taxes on things that haven't been taxed before.
                                                                                      Art Buchwald

According to Cleopatra Fatima Al- Haliqiouis Tax Reform for Acceleration and Inclusion. The TRAIN law vision allegedly creates a more effective & an easier system where the wealthier people, companies, etc contribute more and the less wealthy will benefit from services obtained through the government. According to this new law implemented January 1, 2018, by 2020 the poverty rate will allegedly be reduced from 26% to 17% for a small percentage of individuals and by 2022 the GNI /USD increases from approximately 2,800.00 to 3,000.00. By 2040 economic and political institutions will allegedly allow every person equal opportunity & extreme poverty is eradicated. By 2040 the GNI/USD will increase from 3,000.00 to 12,000.00. In order to achieve this, investment rates and other funds must grow.

According to Edward G. Gialogo ,as we celebrated the New Year, the Tax Reform for Acceleration and Inclusion (Train) Law or Republic Act No 10963 took effect on January 1, 2018. Train overhauls the outdated National Internal Revenue Code (NIRC) which was adopted 20 years ago. As a tax lawyer, I noticed that there are a lot of news reports on the changes. But actually, there are much more significant changes under the Train law which are not being reported. Train relatively decreases the tax on personal income, estate, and donation. However, it also increases the tax on certain passive incomes, documents (documentary stamp tax) as well as excise tax on petroleum products, minerals, automobiles, and cigarettes. The Train law also imposes new taxes in the form of excise tax on sweetened beverages and non-essential services (invasive cosmetic procedures) and removes the tax exemption of Lotto and other PCSO winnings amounting to more than P10,000.The Tax Reform for Acceleration and Inclusion (TRAIN) Law or Republic Act No 10963 took effect on January 1, 2018. It revises National Internal Revenue Code (NIRC) which was adopted 20 years ago.
While one of the highlights of this law is the decrease on personal income tax, there are other taxes increased for other things. One would be the increase in excise taxes on cigarettes, petroleum and automobiles, among others. An excise tax is also imposed on sweetened beverages and a few other products and services. Still, many people can't help being glad about the provision of the TRAIN law which exempts an individual with a taxable income of P250,000 or less from income tax. This is just a very short article. There are so many things that changed under the TRAIN law. Some taxes increased, some taxes either decreased or totally no more depending on certain conditions. I have yet to understand this new law more. But it seems very promising.

MANILA, Philippines — Militant lawmakers led by Bayan Muna party-list Rep. Carlos Zarate yesterday insisted on their bid in the Supreme Court (SC) to stop the implementation of Tax Reform for Acceleration and Inclusion Act or TRAIN law.A day after the State Of the Nation Address where President Duterte vowed to continue implementing the TRAIN or Republic Act 10963, petitioners reiterated their plea for a temporary restraining order and for the SC to strike down the tax measure for allegedly being unconstitutional. The TRAIN law was not validly passed. It became law in violation of the Sections 16 (2) and 27 (1) of Article VI of the Constitution, among others,” petitioners stressed in their 71-page reply.
Zarate and company contested the argument of the solicitor general that official journals of the House during deliberations on the TRAIN law on Dec. 13 last year where 232 out of a total of 295 members were present proved that the law was validly passed“There is no evidence to prove the due enactment of RA 10963. On the other hand, there are several pieces of evidence proving that it was passed in violation of the quorum requirement in Section 16 (2), Article VI of the 1987 Constitution and the requirement of a bill passed by Congress in Section 27, Article VI,” petitioners claimed.Article 6, Section 16 (2) of the 1987 Constitution and Section 75 of Rule XI of the House Rules both require the House to comply with the quorum requirement of a majority of the House membership before they can do any legislative business. The militant lawmakers recalled that only around 10 lawmakers, including petitioners, were present during the ratification stage. .“The government and the public in general will greatly suffer if the TRAIN law is declared invalid. The government stands to lose an estimated P146.6 billion in 2018 from the lowering and restructung of personal income tax. This loss will only be offset by the revenue generating features of the TRAIN law, which is expected to provide P89.9 billion in incremental revenues for 2018 and P786 billion within the first five years,” he added.  Sen. Paolo Benigno Aquino IV disputed the statement made by President Duterte about how the TRAIN law has helped poor families cope with rising prices of goods.Aquino, who has been pushing for the suspension of TRAIN, said that his consultations with the poor families around the country have consistently shown that they are all hurting from the tax law.
They again argued that TRAIN should be voided because it was approved by the House of Representatives without quorum as required in the Constitution.“The TRAIN law was not validly passed. It became law in violation of the Sections 16 (2) and 27 (1)ArticleVI of the Constitution, among others,” petitioners stressed in their 71-page reply.Zarate and company contested the argument of the solicitor general that official journals of the House during deliberations on the TRAIN law on Dec. 13 last year where 232 out of a total of 295 members were present proved that the law was validly passed.

story of silk

                                   the story of silk (excerpt)

                                                          by: Alessandro Baricco (italy)
GUIDE QUESTIONS:
1.What does the protagonist feel? Why does he feel this way?
In the story of silk, the protagonist who was a  French  silkworm merchant-turned-smuggler named HervĂ© Joncour in 19th century France who travels to Japan for his town's supply of silkworms after a disease wipes out their African supply. He felt love, guilt and regret. He felt this way as his beloved died despite his power and glory.

2.What does the girl feel? Why do you think so?
Unhappy and guilty
3.How did you feel when you were reading the text? Do you think what they were experiencing was love or lust?
I felt shame for them both. It is lust because Herve visits his woman three times, but they do not have the same language, they cannot address each other but over these visit they still conduct a secret affair.
4.How the girl and Herve communicate with each other?
One  thing we know is, based on the story and the summary stated above. They never had a conversation, all they did was drop hints like, the use of body language. Which was done by the mistress when she first met Herve, the way she stared at him and how she handled the teacup. It was some sort of a sexual innuendo. Herve leaving his glove behind for her to find, was a message to her. Saying something like, ''I'll definitely come for you.'' They never spoke a word yet their actions speak louder than words.

\5.Why doesn’t Hara Kei know what is going on?
Maybe he has a secret power that no one knows.
6.What does the cup symbolize?
The cup symbolizes the age and platform for new discoveries
7.What is the significance of the glances between Herve and the girl
Because of an apparent communication gap due to a language

barrier, the glances between Herve and the girl are significant as these littl
actions serve as the primary means of reaching out to each other
Furthermore, there exists the fact that some things can be
understood with just a little smile or a simple glance.
8.Do you find the text romantic? Why or why not?
Yes.... Because its lovely..
9.What is the lesson/moral of the text?
I learned that we need to respect and give importance the people who have disability because we all
human and not perfect and we are all equal.

Empowerment technologies project

HOW ICT CHANGE THE WORLD FOR BETTER OR FOR WOREST

ICT has developed at a very fast rate throughout the years. It has changed the way we live and work and our social lives. The internet is vast and can reach everyone, wherever there is a computer, there is access to the internet and a worldwide community. We do not realize how much private information we put on our computers. From bank account details and personal e mails to communications with people we live and work with. If this should fall in to the wrong hands it would be a problem. Old laws relating to privacy do not apply to new technology. Companies often share customer data without our consent. This is a worldwide problem as different countries try to deal with credit card fraud, cyber bullying and other scams. We cant deny the fact that because of technology sometimes we became a lazy person. Some people may say that technology has helped us so much and will encourage the use of new technology .However others may say that people of this new society don’t know what it is like without all of these luxuries and should know what it is like because they rely on technology too much. My learning is don't be addicted in social media because it can cause lazziness.

Interactive Multimedia

                                      Interactive Multimedia

                                                     Date: August 23, 2018

1) Multimedia

is content that uses a combination of different content forms such as text, audio, images, animations, video and interactive content. Multimedia contrasts with media that use only rudimentary computer displays such as text-only or traditional forms of printed or hand-produced material. Multimedia can be recorded and played, displayed, interacted with or accessed by information content processing devices, such as computerized and electronic devices, but can also be part of a live performance. Multimedia devices are electronic media devices used to store and experience multimedia content. Multimedia is distinguished from mixed media in fine art; for example, by including audio it has a broader scope. In the early years of multimedia the term "rich media" was synonymous with interactive multimedia, and "hypermedia" was an application of multimedia.

2) Interactivity

Across the many fields concerned with interactivity, including information science, computer science, human-computer interaction, communication, and industrial design, there is little agreement over the meaning of the term "interactivity", although all are related to interaction with computers and other machines with a user interface.

3) Multimedia Contents

1. Videos. Through video hosting sites, you can take a video and show it to the entire world (e.g., YouTube).

2. Sound, Music, or Audio. If videos are too much for you, you can always record sounds. You can now share your sound bites to the entire world (e.g., Soundcloud).
3. Online games. Game developers now create what is called “browser-based games.” You do not need to install these games to your computer as they run in most updated web browsers (AdventureQuest, Farmville, Candy Crush)
4. Online tests. Online survey forms and tests that automatically display the results when finished (Online IQ and Personality Tests).

5. Courseware. Online courses that simulate the classroom online (e.g., E-learning Courses using a Learning Management System)
.
6. Podcasts. An episodic series of audio or text files streamed online (e.g., Stuff You Should Know, TED Talks, The Starters, Ear Biscuits).

7. Vodcasts. An episodic series of video streamed online (e.g., YouTube series/shows like Video Game High School, Good Mythical Morning).

4) Web 1.0 ,2.0,3.0

Web 1.0

Web 1.0 was the first reiteration. Actually it was called ‘The Internet’ not version 1 or Web1.0. It was generally used before 1999 when experts called it the Read -Only era. The main features of ‘The Internet’ not Web 1.0 were hyper-linking and bookmarking of the web pages. It only consisted of online guestbook and framesets. There was no flow or communication between Consumer and the producer of the information. Also, the emails were sent through the HTML form. The best examples of ‘The Internet’ are static websites which were made during the ‘.com evolution’.

Web 2.0

Web 2.0 was first introduced in the market by O’Reilly at the brainstorming discussion at media live International in 1999. The information available through Web 2.0 empowered the new generation to develop new concepts like Wiki, Widgets and Video streaming. It also allowed many users to publish their own content through few basic steps, which was not possible in the Web 1.0 or The Internet. Web 2.0 was responsible for the development of various sites that we commonly use today like Twitter, Flickr and Facebook.

Web 3.0

Web 3.0 is known as the third generation of World Wide Web. It has everything that we could ever wish for.  With the help of Web 3.0, web content was easily carried in the form of natural language. It also consist of micro formats, natural language search, recommendation agents which are commonly known as AI i.e. Artificial Intelligence. We can also find different attributes like Deductive Reasoning, Contextual Search, Evolution of 3D web, Personalized Search and Tailor made Search which was not present in earlier versions.
Through such advancements in Web 3.0, we have become empowered to do many things that we may have never dreamed of. But this not the end, as with the time we will get to see more advancements in World Wide Web that will make internet surfing an amazing

5) My Personal Reaction
